    Scooter= Pride celebrity 3 wheel
    Issue= it sat for years in garage in arizona.I bought new batteries just a smidge under the 40ah 12v that were in there to save since I was financing getting it running again.installed the universal replacement 12v 35ah UPG 2 pack . scooter is according to vender fully charged when shipped .I have been driving it around the block about 15 to 30 minutes everyday for a couple weeks and charge meter is still to the far right green and does not move unless at full speed or up a grade.So charger is doing same as was with old batteries. red power light comes on …..no yellow /green charge light . went to scooter shop and plugged into a floor model producing usual behavior yellow light stays on along with fan . all fused in tiller fuse panel chk two fuses under floor mat gave me a peep when red black meter tips applied meter tips on male and female xlr connect/port chk why doesnt it work.here at house with my scooter it cant be internal fuse of charger …shop test proved.The only thing im thinking is some wiring came loose .we took shroud off and looked at battery harnesses. there are a couple spots that have black rubber heat shrink covering connections.dad said that it wouldnt be a fuse there cuz there would be access for replacement. I have seen pics of scooter harness wit
    fuse with heat shrink like that .please help
